Leaders Present,

Distinguished Ladies and Gentlemen,

  • We are happy as a GOVERNMENT to conclude this process at last.
  • The disputes relating to hand over of public property from National Government to County Governments have been protracted to date not just in Siaya but in other counties too.
  • Ours relating to this handover have, however, been derailed by circumstances around miscommunication and misunderstanding largely.
  • The Intergovernmental Relations Technical Committee have been instrumental in midwifing the hand over processes after the Transition Authority’s term expired and we applaud them for their efforts.
  • Apart from the houses at the Siaya ATC, all the other aspects of the handover process of the Siaya Agricultural Training Centre had been earlier resolved including the conference halls, dormitory halls and dining hall
  • The State Department of Housing and Urban Development should continue discussions on unbundling policies relating to the Housing Sector to clearly delineate the functions of the National and County Governments to avoid such confrontations like the one we had in future
  • This handover now clears the way for the operationalization of President Barack Obama University in this compound.
  • We will continue to offer our farmers the various technical training opportunities in Agriculture that this institution has been offering even as we transition to the new University status
  • We thank all the stakeholders including our security apparatus for making this handover smooth and promise cooperation moving forward.
