County SecretarySiaya County Secretary Mr. Joseph Ogutu has registered his optimism that the county will perform well in the 3rd Annual Capacity and Performance Assessment for Kenya Devolution Support program that commenced today.

Mr. Ogutu who was flanked by Governance CECM Mr. Dismus Wakla, Water CECM Mr. George Rubiik, Finance CECM Mr. Richard Mungla among other senior executive officers spoke this morning at the county headquarters during a meeting with the World Bank Appointment Independent Assessors from Prestige Management Solutions.

The County Secretary further affirmed that Siaya County has an improved and working system that is geared towards easing and facilitating faster service delivery to Siaya residents.

The assessors led by Ms. Winnie Moraa assured the local government of their commitment and readiness to consult where necessary, and that their judgment will be evidence-based.

The Kenya Development support Program (KDSP) is a four-year program financed by the World Bank to support capacity and technical assistance at the county level from which Siaya County has benefited to up-to a tune of Ksh 103m which has been channelled to departments of Health and Agriculture.

The government is further aiming at getting a total of Ksh 200m which will be instrumental in funding key result areas in the county’s Integrated Development Plan.
