IMG-20201202-WA0300 (4)The County Government of Siaya through the County Public Service Board in consultation with County Executive Committee Member (CECM) for Governance, County Secretary and following a directive from Siaya Governor, embarked on an Rapid Results Initiative and Results Based Management process of developing County Performance Management Framework, County Performance Contracting guidelines and Initiating Strategic Planning in the County in the month of November 2020.

The tools are expected to act as key spring boards for re-energizing performance management and service delivery by County departments, agencies and individual staff.

The Chairman of the County Public Service Board Dr. Elija Achoch, the then CECM for Governance Hon. Dismas Wakla and County Secretary Mr. Joseph Ogutu carefully selected a team of staff to technically work on the mentioned tools and present reports after a 30 day period through Rapid Results Approach.

A team was nominated after an intensive super coaching on Performance Management Framework, Results Based Management, Strategic Planning, Performance Contracting and linkages between County Performance Management Framework components. The County Government of Siaya being internally endowed, the capacity building was led by Dr. Achoch amongst other county state and Public Officers.

The Performance Management Technical Working Team will be chaired by Madam Joan Odawa, a member of the County Public Service Board (CPSB) and Chair of Board’s Public Transformation and Governance Committee. Other members included Peter Ligulu, Precious Onguko, Fredrick Muga, Wilfred Nyagudi, Philemon Angila, Eveline Odhiambo, Richard Ojwang’, Susan Rabah and Irene Dieto.

On behalf of the team and in addition to the already mentioned personalities, Madam Odawa extended sincere appreciation to Governance Chief Officer Mr. Joseph Omondi, Board Chief Executive Officer Mr. William Luballo, Board members Madam Margaret (Vice Chair) and Snr Magaga Alot, Mr. Opiyo, S. (DHRM), R. Abong’o (CAO Lands) and all County Staff whom The Working Team engaged with at different levels and more particularly those who were present during the opening capacity building at Summit Hotel from 8th of September 2020..

The team owes their deliverables to them all and based on key recommendations, it’s crystal clear that with full support, ownership and inclusivity of all stakeholders during institutionalization of Performance Management capacity building and implementation work, County Government of Siaya will shine on service delivery.
