The Department of Education in the County Government of Siaya plans to reshuffle Vocational Training Center Managers who have overstayed in one station for eight years in order to help them gain new experiences while hoping also increase their output due to change of stations. Most of the managers have not been reshuffled since 2014.
Education Chief Officer Mr. Henry Ouma Onyango made the announcement in Siaya town while meeting 18 managers for various Vocational Training Centes (VTCs) and Early Childhood Development (ECD) coordinators and noted that the compilation of the reshuffle list was ongoing. The transfer is not meant to punish government officers but a strategy to enhance service delivery according to Mr. Ouma.
“It has come to our notice that many of us have been in these instutions for too long and they see them as mini-homes. As a department, we are committed towards enhancing service delivery hence the need to reshuffle staff to get new ideas that will transform the institutions to greater heights,” added Mr. Ouma.
He at the same time announced that the department seeks to send auditors from the directorate to check if the equipment grants were being spent prudently.
“In 2019/2020, VTCs in Siaya received grants worth KShs. 40 million and were directed by National Government to use the funds to purchase tools,” said Ouma. The CO said it’s the internal audit from directorate that will acertain whether funds was spend wisely.
Mr. Ouma at the same time asked locals to form management committees at the VTCs and enroll students for Vocational Trainings. “10 of the 18 new VTCs constructed by County Government of Siaya are in the process of registration and students’ enrollment is on. As the County Government works towards operationalization of the institutions, it is the duty of youths to join and aquire technical skills as the education institutions will spur development and progress in the county,” appealed Mr. Ouma
