\"\"The County Government of Siaya, through its Department of Tourism, Sports, Culture, and Arts, today hosted a preparatory meeting for the Kenya Inter-County Sports and Cultural Association (KICOSCA) in anticipation of the KICOSCA Games, scheduled to take place in Siaya County from 22nd to 30th November, 2025.<\/p>\n

Siaya won the bid to host the games and was granted hosting rights on July 31, 2025. The county will host this year\u2019s edition at various designated venues such as Ngiya Girls' National School, Maranda School , Migwena Sports Centre, Bondo Complex, The Audrey Golf Resort and Jaramogi Oginga Odinga Stadium in Siaya.<\/p>\n

KICOSCA, a national sports and cultural association, provides a platform for employees from Kenya\u2019s 47 county governments to compete in over 20 sports disciplines and cultural performances, typically hosted by a selected county.<\/p>\n

\"\"Representatives from all 47 counties, led by KICOSCA Chairperson Mr. John Ang\u2019awa, Deputy Director of Sports, convened to assess the facilities in preparation for the event.<\/p>\n

This meeting marks the beginning of Siaya\u2019s journey toward successfully hosting this national sports and cultural event.<\/p>\n

The preparatory meeting, which commenced with the arrival of visitors on September 1, 2025, will conclude on Friday, September 5, 2025. It was opened by Mrs. Judith Oyugi, Acting Chief Officer for Tourism, Sports, Arts, and Culture. Other County Executive Committee Members present included Mrs. Rose Angira from Nandi, accompanied by Chief Officers for Sports from Kisumu (Nancy Wasama) and Kisii (Caren Orori), with the session moderated by Mr. Paul Olunya, CECM for Sports from Busia.<\/p>\n

Mrs. Oyugi was joined by Dr. Sanmac Okoth, Director of Sports and Arts, Dr. Kennedy Oreyo, Director of Tourism and Culture, and Mr. Chrispine Omondi, responsible for Public Communication, Civic Education, and Petitions.<\/p>\n

Key activities during the preparatory meeting include plenary sessions of the General National Governing Council on September 2, as well as site visits to inspect the readiness of venues and accommodation facilities in Siaya, Ugunja, and Bondo municipalities, including selected educational institutions, hotels, resorts, and golf courses.<\/p>\n

The technical team also proposed measures to host future games in arid regions of Northern Kenya, suggesting that only counties from these areas bid for hosting rights to ensure equitable opportunities.<\/p>\n

Additionally, discussions focused on developing a robust constitution to govern the use of finances, with input from participating counties. Elections to fill vacant positions will be held, adhering to regional balance as outlined in the constitutional framework that established County Governments in 2010. The proposed constitution will be submitted to the Registrar, who will announce election dates.<\/p>\n
