The breakthrough came after the fourth meeting between the two parties, chaired by CECM for Governance, Administration and ICT, CS Agunda Ochanda, on behalf of Governor James Orengo.<\/p>\n

The day-long deliberations addressed and adopted most of the outstanding issues raised by the union.<\/p>\n

The agreement builds on previous meetings, including one led by Governor Orengo on Friday, followed by another on Saturday, aimed at resolving the strike. During Friday\u2019s meeting, governor Orengo urged union officials to engage constructively, emphasizing that constitutional mechanisms exist to address grievances and calling for good-faith negotiations to prevent loss of life. \u201cLet\u2019s talk candidly, with open hearts and utmost good faith. I\u2019m convinced we can find a timely solution to avoid unnecessary loss of lives,\u201d Orengo stated.<\/p>\n

Key grievances addressed in the agreement include:<\/p>\n

1. Salary Delays: The county government committed to effecting salary payments by the 5th of each month, starting September 2025, unless otherwise communicated in writing.<\/p>\n

2. Promotions: Both parties agreed to fast-track promotions once the union provides a list of officers and their respective job groups.<\/p>\n

3. Statutory Deductions: Backdated deductions from December 2024 to April 2025 will be cleared within three months.<\/p>\n

4. SRC Third-Party Issues: The most contentious issue, the county government promised to address these within three months, pending budgetary provisions through a supplementary budget approved by the County Assembly.<\/p>\n

5. Career Guidelines: Implementation is set to be completed by January 30, 2026, within three months, subject to budgetary availability as per exchequer requirements.<\/p>\n

The agreement marks a significant milestone for the Nyalore Administration\u2019s healthcare agenda, restoring normalcy to public health facilities across Siaya County. Governor Orengo\u2019s administration prioritizes universal healthcare for all residents, reflected in ongoing initiatives such as recent upgrades to Siaya Referral Hospital with additional facilities.<\/p>\n

\nThis resolution strengthens Siaya County\u2019s commitment to addressing healthcare gaps across its sub-counties, aligning with Governor Orengo\u2019s vision for universal health access under the Nyalore Administration blueprint.<\/p>\n
