During Friday’s meeting, governor Orengo urged union officials to engage constructively, emphasizing that constitutional mechanisms exist to address grievances and calling for good-faith negotiations to prevent loss of life. “Let’s talk candidly, with open hearts and utmost good faith. I’m convinced we can find a timely solution to avoid unnecessary loss of lives,” Orengo stated.

Key grievances addressed in the agreement include:

1. Salary Delays: The county government committed to effecting salary payments by the 5th of each month, starting September 2025, unless otherwise communicated in writing.

2. Promotions: Both parties agreed to fast-track promotions once the union provides a list of officers and their respective job groups.

3. Statutory Deductions: Backdated deductions from December 2024 to April 2025 will be cleared within three months.

4. SRC Third-Party Issues: The most contentious issue, the county government promised to address these within three months, pending budgetary provisions through a supplementary budget approved by the County Assembly.

5. Career Guidelines: Implementation is set to be completed by January 30, 2026, within three months, subject to budgetary availability as per exchequer requirements.

The agreement marks a significant milestone for the Nyalore Administration’s healthcare agenda, restoring normalcy to public health facilities across Siaya County. Governor Orengo’s administration prioritizes universal healthcare for all residents, reflected in ongoing initiatives such as recent upgrades to Siaya Referral Hospital with additional facilities.

The joint committee established a gentleman’s agreement for a dispute resolution mechanism to address any disagreements during the implementation phase.
This resolution strengthens Siaya County’s commitment to addressing healthcare gaps across its sub-counties, aligning with Governor Orengo’s vision for universal health access under the Nyalore Administration blueprint.

The meeting was attended by union branch officials led by KUCO Branch Chairperson Collins Ouma, representing national officials Peterson Mwaniki, George Gibore (Secretary), Vincent Akelo, Isaac Owuor, CECM for Health and Sanitation Dr. Martin K’Onyango, Chief Officer for Health Dr. Samuel Omondi, Acting County Attorney Leonard Okanda, Deputy Director of Human Resources Perez Ogonyo, among others.

The County Government of Siaya has reached an agreement with health union officials, resolving most grievances and ending a strike that disrupted healthcare services across county hospitals.
