By Brenda Holo<\/strong><\/p>\n The County Government of Siaya, through the Department of Water, Environment, Irrigation, Climate Change and Natural Resources yesterday hosted a consultative forum with representatives from the Devolution and Climate Change Adaptation (DACCA) Programme to enhance climate change mitigation and build community resilience.<\/p>\n The forum aimed to review ongoing collaborative initiatives and identify new opportunities to protect the region from the impacts of climate change.<\/p>\n The Devolution and Climate Change Adaptation (DACCA) Programme focuses on strengthening climate resilience for smallholder farmers as a strategy to alleviate poverty in rural communities within the Lake Victoria Basin. It targets four counties in Kenya: Homa Bay, Migori, Busia, and Siaya. The programme has been active in Siaya County for the past year, focusing on five wards: Sigomere, Sidindi, North Gem, West Alego, and North Ugenya.<\/p>\n During the meeting, stakeholders highlighted significant milestones, particularly the programme\u2019s success in capacity-building for both the Executive and the Legislature. Training sessions have been conducted for Ward and Sub-County Administrators, Departmental Directors, and Members of the County Assembly (MCAs) on key topics, including agro-ecology and organic farming practices, climate change resilience and mitigation strategies, budgetary and appropriation mechanisms, and climate change finance tracking and coding.<\/p>\n Looking ahead, the consultative forum outlined several priority actions to strengthen climate interventions in Siaya County: To ensure sustainability, participants agreed to collaborate on drafting regulations to guide the implementation of the Climate Change Fund. The DACCA team will also work with relevant directorates to align Community Adaptation Action Plans with the County\u2019s Annual Development Plan (ADP).<\/p>\n The meeting also produced key recommendations to improve funding prospects. Stakeholders emphasized the need to refine project titles to clearly reflect location and climate resilience aspects, thereby enhancing donor acceptance. \n\u2022 Enhanced Governance: A joint capacity-building workshop will be held for County Executive Committee Members (CECMs), Chief Officers, Directors, and technical officers to strengthen climate change governance and promote ownership of climate actions across all departments.
\n\u2022 Agro-Ecology Sensitization: Further training on agro-ecology will be provided to the county workforce, including practical visits to demonstration farms to encourage the adoption of improved cropping technologies.
\n\u2022 Budget Analysis: A comprehensive analysis will assess climate finance flows within the county budget and identify areas for improvement.
\n\u2022 Community Support: The partnership will assist communities in developing comprehensive, bankable climate proposals that align climate actions with value addition to maximize financing impact.
\n\u2022 Policy Participation: Support will be provided to communities during the development of the County Fiscal Strategy Paper (CFSP) in February 2026, in line with the Public Finance Management Act, 2012.
