This initiative marks a significant leap forward in the county’s ability to protect its citizens from the increasing threats of climate change and health related emergencies.

The workshop brought together diverse experts from Environment, Climate Change, Health, ICT, and Disaster Management, alongside representatives from the media and project partners, including Buni Banda, KEMRI, and Charité University.

The primary objective of the workshop was to design specialized detection modules for climate and health based hazards. By integrating GPS coordinates and precise longitudinal and latitudinal data, the new system will offer real time monitoring of ground temperatures and environmental shifts, allowing for instantaneous hazard identification.

“This system is engineered to ensure that Siaya’s capacity to issue timely, trusted, and actionable alerts is second to none,” noted technical leads during the closing session. “We are moving beyond simple forecasting to a structured, evidence based trigger mechanism that protects lives and livelihoods.”

The MHEWS operates on a rigorous logic framework, evaluating forecast evidence, confidence levels, and community observations before an alert is triggered. This ensures that alerts for floods, extreme heat, and climate sensitive diseases like malaria are both accurate and credible.

Key features of the system include:
* User-Centric Design: Simplified modules ensure ease of operation for county officials.
* Enhanced Feedback Loops: A structured communication flow between weather stations, community leaders, and the media to ensure messages are received and acted upon.
* Localized Action Plans: Tailored precautions for residents to mitigate the impact of flash floods and heat waves.

As the workshop concludes, design engineers are set to finalize the pilot model, incorporating technical improvements gathered during the three day deliberations.

Once the pilot phase is complete, the system will be officially handed over to the County Government of Siaya, which will maintain full rights and operational control.

Prof. Jacqueline Oduol, CECM for Environment and Water, led the county delegation, emphasizing that these improvements will bolster the county’s resilience against erratic climatic changes and streamline short term emergency response.

The project is a collaborative effort between the Siaya County Government and international research and technical partners. It seeks to bridge the gap between scientific climate data and grassroots emergency preparedness, ensuring that every resident of Siaya is informed and protected.

Other key officials in attendance included Chrisphine Omondi (Director of Public Communications), Domnick Arodi (Meteorological Department), Sammy Inyasi (ICT), and Jack Owuor (Climate Change Committee)

By Samson Wire The County Government of Siaya has successfully concluded a landmark three day technical co-creation workshop aimed at developing a state of the art Multi-Hazard Early Warning System (MHEWS).
