The exercise is a legal requirement under the Public Finance Management (PFM) Act of 2012, designed to ensure that county funds are allocated only to projects approved by the taxpayers.<\/p>\n<p>In South Sakwa Ward, Ward Administrator Mr. Willis Ang\u2019awa hosted a session at Nango Social Hall where residents presented a detailed list of demands. Key among them was the murraming and installation of culverts on the Odongo Mangako\u2013Warianda\u2013Ulanda\u2013Siringo road. Residents also called for:<br \/>\n* Strategic development of the Onyinyore Vocational Training Centre (VTC).<br \/>\n* Stricter supervision of road projects by County Engineers to ensure compliance.<br \/>\n* The formation of facilitated Project Management Committees to curb the vandalism of water pipes.<br \/>\n* The establishment of a designated dumpsite to manage mounting waste challenges.<\/p>\n<p>In Ugenya East, residents led by Sub-County Administrator Vincent Oduor lauded Governor James Orengo\u2019s administration for the equitable distribution of boreholes. However, they pivoted toward the future, suggesting that River Nzoia be developed as a tourism site due to its unique wildlife, including crocodiles and snakes. They further requested a dedicated fencing project using the KSh 500,000 allocated in the previous fiscal year.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-28706\" src=\"https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/02\/6ca66e65-ee76-4dd6-bc70-cc985b462062.jpeg\" alt=\"\" width=\"1600\" height=\"1200\" srcset=\"https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/02\/6ca66e65-ee76-4dd6-bc70-cc985b462062.jpeg 1600w, https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/02\/6ca66e65-ee76-4dd6-bc70-cc985b462062-768x576.jpeg 768w, https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/02\/6ca66e65-ee76-4dd6-bc70-cc985b462062-1536x1152.jpeg 1536w\" sizes=\"(max-width: 1600px) 100vw, 1600px\" \/>The calls for development varied by sub-location:<br \/>\n* Sihai: Focused on education, roads, and sports infrastructure.<br \/>\n* Kathieno A &amp; B: Prioritized health centers, youth support, and education.<br \/>\n* Ramunde: Requested Early Childhood Development (ECD) centers and high-mast lighting for security.<br \/>\n* Central Alego: Residents demanded the completion of the Kubar Primary School ECD toilets and the Obambo Maternity wing. Notably, they petitioned for future sessions to be held deep within the wards rather than at sub-county headquarters to improve accessibility.<\/p>\n<p>With the ward-level discussions concluded, the Department of Finance and Economic Planning, led by Acting CECM George Nying\u2019iro, is now tasked with consolidating this feedback.<\/p>\n<p>The finalized CFSP must be submitted to the County Assembly of Siaya by February 28th to meet statutory deadlines. Once submitted, the Budget and Appropriation Committee, chaired by Hon.
