Residents of North Gem Ward have tabled a series of recommendations for the Siaya County Fiscal Strategy Paper (CFSP) for the 2026\/2027 financial year, calling for equitable resource distribution, better project management, and enhanced civic education. The public participation forum, held at Mutumbu Chief's camp, drew community members from eight sub-locations: Maliera, Nyabende, Ndere, Got Regea, Malanga, Sirembe, Lundha, and Asayi. The gathering provided a platform for locals to scrutinize the county\u2019s proposed budget priorities and demand accountability for ongoing and stalled projects.<\/p>\n

\"\"A major talking point was the status of local infrastructure projects. Residents recommended the reallocation of funds initially earmarked for the Mutumbu market to alternative development projects that may serve more immediate community needs. Concerns were also raised regarding unpaid contractors, which has stalled progress, the community recommended that the budget capture outstanding payments for the Musembe Early Childhood Development (ECD) center to ensure the contractor is paid and the facility becomes fully operational.<\/p>\n

Similarly, residents highlighted the situation at Sirandu Dispensary. They requested that the installation of piped water, gutters, and two 10,000-liter water tanks be budgeted for, ensuring the contractor responsible receives payment and the health facility gets a reliable water supply.In a bid to support vocational training and apprenticeships, the community proposed that the county provide raw materials so that students at Kisendo Youth Polytechnic can make the beds themselves. This move aims to cut costs while providing practical skills and assessment opportunities for the learners. Scrutiny on the CADP priorities 2026\/2027, also revealed redundancies, with residents pointing out that \"training of youths on driving licenses\" appeared twice in the document, calling for the need to avoid double allocation.<\/p>\n

Farmers in the region who were present in the public participation ,emphasized the need for better timing regarding agricultural support. Citing the distribution of dairy cattle as an example, they urged the county to conduct training sessions for farmers before animals are distributed to ensure better care and survival rates of the livestock.<\/p>\n

\"\"Furthermore, the forum highlighted a gap in governance literacy. Residents called for increased investment in civic education to ensure community members are adequately informed and can make meaningful contributions during future public participation exercises.
\nTo improve the quality of these forums, the community demanded the presence of technical officers from various county departments at the grassroots level.
\n\"We need officers on the ground during public participation so they can give immediate feedback and answer technical questions raised by the public,\" one resident noted.<\/p>\n
