The County Government of Siaya has conducted a comprehensive induction training for members of Hospital Management Boards (HMBs) to enhance their capacity in governance, oversight, and service delivery. The one-day programme was designed to equip board members with knowledge of their roles, responsibilities, and the legal framework guiding health services in the county.<\/p>\n

\"\"The induction was graced by the County Executive Committee Member (CECM) for Health and Sanitation, Dr. Martin K'Onyango, and the Chief Officer for Health, Dr. Omondi, who underscored the critical role of Hospital Management Boards in strengthening governance and improving service delivery across health facilities. The training focused on reinforcing governance structures in line with the Siaya County Health Services Act. Participants were taken through the legal and policy framework underpinning hospital management, including the Health Services Act, 2019.<\/p>\n

Discussions emphasized clarity of mandate, board composition, appointment procedures, and the overall purpose, vision, and objectives of Hospital Management Boards.Board members were guided on their oversight responsibilities, including planning, financial supervision, and discipline within health facilities. Role-specific expectations for chairpersons, secretaries, and other representatives were outlined to ensure accountability and effective leadership.<\/p>\n

Financial management and accountability featured prominently in the programme. Participants reviewed budget approval processes, financial reporting requirements, supervision of funds, and record-keeping standards. The role of finance experts in supporting prudent resource utilization was underscored as critical to maintaining transparency and public trust.<\/p>\n

Ethics and integrity were also highlighted as foundational pillars of effective governance. Board members examined the code of conduct for public officers, conflict of interest disclosure procedures, and disciplinary measures applicable in cases of misconduct. Emphasis was placed on safeguarding public resources and upholding professionalism in service delivery.
\nIn addition, the induction addressed the importance of structured governance processes, including meeting procedures, quorum requirements, decision-making protocols, minute-taking, and documentation standards. These measures are intended to promote consistency, transparency, and efficiency in board operations.
\n\"\"Recognizing the value of community engagement, the training explored strategies for strengthening collaboration between hospitals and the communities they serve. Discussions covered stakeholder engagement, resource mobilization, infrastructure development, and the integration of technology to improve healthcare services.
\nThe programme concluded with a call for continued commitment, encouraging board members to develop clear action plans and sustain active oversight to ensure effective governance.<\/p>\n
