The training focused on reinforcing governance structures in line with the Siaya County Health Services Act. Participants were taken through the legal and policy framework underpinning hospital management, including the Health Services Act, 2019.<\/p>\n<p>Discussions emphasized clarity of mandate, board composition, appointment procedures, and the overall purpose, vision, and objectives of Hospital Management Boards.Board members were guided on their oversight responsibilities, including planning, financial supervision, and discipline within health facilities. Role-specific expectations for chairpersons, secretaries, and other representatives were outlined to ensure accountability and effective leadership.<\/p>\n<p>Financial management and accountability featured prominently in the programme. Participants reviewed budget approval processes, financial reporting requirements, supervision of funds, and record-keeping standards. The role of finance experts in supporting prudent resource utilization was underscored as critical to maintaining transparency and public trust.<\/p>\n<p>Ethics and integrity were also highlighted as foundational pillars of effective governance. Board members examined the code of conduct for public officers, conflict of interest disclosure procedures, and disciplinary measures applicable in cases of misconduct. Emphasis was placed on safeguarding public resources and upholding professionalism in service delivery.<br \/>\nIn addition, the induction addressed the importance of structured governance processes, including meeting procedures, quorum requirements, decision-making protocols, minute-taking, and documentation standards.
