class=\"s5\"> has<\/span> <span class=\"s5\">successfully undertaken<\/span><span class=\"s5\"> the<\/span><span class=\"s5\"> third<\/span><span class=\"s5\"> Annual Performance Assessment on Key Result Area 1 carried out by Independent Verification <\/span><span class=\"s5\">Assessor<\/span><span class=\"s5\"> from the State Department for Devolution, Miss N\u2019gend<\/span><span class=\"s5\">u<\/span><span class=\"s5\"> Karanja.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">KRA 1 in the KDSP II Program <\/span><span class=\"s5\">covers Disbursement<\/span><span class=\"s7\"><span class=\"bumpedFont15\"> linked indicators (DLI) 3<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">and <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">4 <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">in which;<\/span><\/span><\/p>\n<p class=\"s8\"><span class=\"s7\"><span class=\"bumpedFont15\">DLI 3<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> requires<\/span><\/span> <span class=\"s5\">p<\/span><span class=\"s7\"><span class=\"bumpedFont15\">articipating counties <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">to increase <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">their OSR (Own Source Revenue) by at least 5% annually, over and above the rate of inflation<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> while <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">DLI 4<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> requires p<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">articipating counties <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">to reduce the stock of pending bills<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> and it at minimal levels<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s8\"><span class=\"s7\"><span class=\"bumpedFont15\">In DLI 3, Siaya county <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">highlighted<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> its Own Source Revenue performance for the <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">financial<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> years 2<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">3\/24 and 24\/25 by producing evidences of system print out, Automated Revenue Report, Monthly Revenue Report, 5 Revenue policies and laws and a Revenue mobilization strategy.<\/span><\/span><\/p>\n<p class=\"s8\"><span class=\"s7\"><span class=\"bumpedFont15\">DLI <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">4 on<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> pending bills required counties to produce Pending Bills Action plan for financial year 24\/25 pending bills, approved budget, reconciled CBK statement, accumulated pending <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">bills for<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> financial years 23\/24 and 24\/25 and Budget implementation report.<\/span><\/span><\/p>\n<p class=\"s8\"><span class=\"s7\"><span class=\"bumpedFont15\">Today\u2019s<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> assessment focussed on <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">performance and DLI measures. KRA 2 will be assessed <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">on <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">14th April, <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">2026 while<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">KRA 3 and Minimum Access Conditions performance will be assessed on 21st April, 2026. <\/span><\/span><\/p>\n<p class=\"s8\"><span class=\"s7\"><span class=\"bumpedFont15\">This KRA support efforts towards enhancing financing and expenditure management by counties. This touches on development of frameworks and guidelines for improving counties own source revenue like increased revenue collection, enhanced accuracy of fiscal forecasting and expansion of revenue base.<\/span><\/span><\/p>\n<p class=\"s8\"><span class=\"s7\"><span class=\"bumpedFont15\">Siaya County\u2019s performance in the assessment of the three KRAs will determine the amount of money it will <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">bag out<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> of <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">the Ksh<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> 352 million<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">, which is the maximum amount a county can receive. The amount Siaya will <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">obtain <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">in <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">the Investment Grant Project will be invested entirely on <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Mother Baby Hospital Complex, a component of the proposed Siaya County Referral Hospital (level 5)<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s8\"><span class=\"s7\"><span class=\"bumpedFont15\">The exercise was spearheaded by the Chief Officer for Governance, Administration and ICT Mr. Walter Okelo <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">and County Program Implementation Unit headed by the program coordinator, Mr. Peter Ligulu.<\/span><\/span><\/p>\n<p>Your team was well organized and l am impressed by the manner in which the documentation of the evidences were orderly and overwhelming ' Miss Karanja in her closing remarks.<br \/>\n'I want to congratulate the cpiu team headed by Mr Ligulu for the handling the exercise with a lot of dedication and seriousness it deserves, we are on the right trajectory and we urge this team to continue with the same spirit even as we prepare for the next two forthcoming assessment next week and the week after ' said Mr Walter Okelo during the closing debriefing session.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Siaya County has successfully undertaken the third Annual Performance Assessment on Key Result Area 1 carried out by Independent Verification Assessor from the State Department for Devolution, Miss N\u2019gendu Karanja.
