\"\"Siaya County stakeholders have renewed their commitment to protecting vulnerable children, strengthening maternal health services, and accelerating efforts to eliminate mother-to-child transmission of HIV following a high-level task force performance review meeting convened by the Community Health Strategy (CHS), in partnership with the Siaya County Department of Health, under the theme \u201cEvery Woman, Every Mother, Every Newborn Counts.\u201d<\/p>\n

Bringing together health officials, community leaders, program implementers, and development partners, the meeting served as a vital platform to assess progress, identify persistent gaps, and map out practical strategies to improve child and maternal health outcomes across the county.<\/p>\n

At the center of the discussions was a shared concern: despite notable progress in HIV prevention and PMTCT (Prevention of Mother-to-Child Transmission) programs, major barriers continue to place women, mothers, and children at risk.<\/p>\n

\"\"Stakeholders highlighted frequent caregiver changes as a major disruption to children\u2019s welfare, noting that unstable caregiving structures often weaken consistent support systems for vulnerable children. Participants also raised alarm over the continued gap in identifying women and mothers living with HIV within communities, describing delayed diagnosis as a significant obstacle to early intervention. Many mothers, they noted, still do not know their HIV status, increasing the likelihood of preventable transmission to infants.<\/p>\n

Early identification of women and mothers living with HIV is not optional \u2014 it is essential,\u201d one participant emphasized during the review.<\/p>\n

Concerns were also raised about children born HIV positive, with calls for more targeted interventions to ensure early diagnosis, timely treatment, follow-up care, and long-term support.
\nThe meeting underscored the urgent need to strengthen viral load monitoring systems, as unmanaged viral load levels remain a key driver of mother-to-child HIV transmission. Discussions pointed to fragmented systems, inconsistent access to testing tools, and varying service delivery standards across healthcare levels. Stakeholders questioned whether successful interventions seen in some areas could be effectively replicated countywide.<\/p>\n

Beyond HIV-specific interventions, the task force broadened its focus to include child protection systems, birth registration, verbal autopsy processes, and gender-responsive programming. Participants stressed that birth registration remains a crucial but often overlooked pillar in child protection, while verbal autopsy systems could help better understand child mortality patterns and guide policy decisions. There was also strong emphasis on empowering caregivers and communities through rights-based education, mentorship, and stronger support networks.<\/p>\n

A major theme throughout the meeting was the need for stronger integrated reporting and data-driven decision-making. To address this, stakeholders recommended:
\nMonthly virtual calls with sub-counties
\nQuarterly HIV data review meetings at the sub-county level
\nMonthly digital audits to improve accountability
\nAppointment of facilitators to strengthen linkages and reporting systems
\nZilper Imbuye PMTCT \/VTP coordinator specifically encouraged stakeholders to maintain momentum in improving reporting quality and ensuring that interventions are informed by accurate, timely information.<\/p>\n

The meeting concluded with a strong sense of collective responsibility, with stakeholders agreeing that lasting change will require coordinated leadership, sustained commitment, and joint accountability.<\/p>\n

Dr. Bob Awino delivered a memorable call to action, urging participants to prioritize child welfare as an investment in the county\u2019s future.
\n\u201cWe must take care of the child for the sake of our tomorrow,\u201d he said.
\nAs participants pledged to walk together as one task force, the message was clear: Siaya County\u2019s fight against HIV, child vulnerability, and maternal health inequities will depend not on isolated interventions, but on unified, community-driven action.<\/p>\n
