All these activities are aimed at transforming agriculture through value chain development and farmer empowerment.

Presiding over the ceremony, Governor James Orengo emphasized that the NAVCDP programme is central to strengthening Siaya’s agricultural economy by improving productivity, enhancing market access, and promoting modern farming practices. He noted that empowering farmers through structured value chains and financial support would create sustainable livelihoods and boost household incomes across the county.

Governor Orengo added that the initiative will strengthen 25 agricultural SACCOs and organized groups across all 30 wards. This will be supported by the establishment of new sugar mills to improve value addition in the sector. He further revealed that community-driven committees will be formed in each ward to enhance local coordination. More than KSh 25 million has been allocated to support these groups, while 150 young people have already been engaged to promote youth participation in agriculture.

The County Executive Committee Member for Agriculture, Food Security, Livestock and Blue Economy, Hon. Willis Okoth Ochieng, said the grants would equip SACCOs with the necessary skills and resources to ensure farm produce reaches markets more efficiently. The department also reported that it had trained 150 agripreneurs to strengthen agricultural service delivery at the grassroots level.

The County Executive Committee Member for Trade, Enterprise, Cooperatives and Industrialization, Mrs. Christine Jenifer Akinyi, emphasized that agriculture and trade are interdependent. She noted that agricultural production must be linked to structured and accessible markets to drive economic growth. She added that the county is improving market infrastructure across 24 markets by providing cleaning and protective equipment, and urged stakeholders to ensure proper use and sustainability of the facilities. The distribution of equipment will be done in phases, starting with selected markets.

Mrs. Elizabeth Odongo, Chief Officer for Agriculture, Food Security, Livestock and Blue Economy, highlighted the importance of collaboration between the agriculture and trade sectors. She emphasized that “where agriculture ends, trade begins,” and pointed to improved coordination between County Executive Committee members as a key driver of better market access for farmers.

County Agriculture Finance Officer Mrs. Mary Muyoyo Atik said all 30 SACCOs benefited from the disbursement, which was also used to support operational needs such as rent payments, mobilization activities, bookkeeping services, and the purchase of electronic equipment, including desktops, laptops, and printers. She added that the county had facilitated the engagement of bookkeepers to strengthen financial accountability and record-keeping within the SACCOs. These investments are intended to improve creditworthiness and governance at the cooperative level.

Mrs. Atik further noted that the county has introduced the EasySACCO system with Business-to-Consumer (B2C) integration to enhance efficiency, transparency, and ease of financial transactions within cooperative societies.
