The event was attended by the outgoing CECM, CS. Agunda Ochanda, and the incoming CECM, Mr. Joseph Rading Otieno, alongside senior staff from the department.<\/p>\n<p>In his address, Mr. Rading emphasized that governance serves as the engine that drives all other county departments. He highlighted how strong governance ensures effective coordination, accountability, and efficiency, which directly impact service delivery to citizens across all sectors.<\/p>\n<p>He reiterated that the department continues to translate policy into action, having processed over 30 cabinet papers that guide county decision-making and ensure approved policies are effectively implemented for improved service delivery and development outcomes.<\/p>\n<p>Mr. Ochanda underscored the need to strengthen governance systems so that devolution benefits reach every level of society, with a strong focus on improving service delivery from the county headquarters down to village structures. Both the leaders acknowledged the support from partners such as the Kenya Devolution Support Programme, which has strengthened governance systems, built capacity, and enhanced operational efficiency.
