Pursuant to the provisions of <\/span>Article 179 of the Constitution of Kenya<\/span><\/strong> and <\/span>Sections 35, 36 & 45 of the County Governments Act, 2012<\/span><\/strong>, applications are invited from suitably qualified persons for appointment to the positions of County Executive Committee Members in the following portfolios:<\/span><\/p>\n

    Finance & Economic Planning<\/span><\/strong><\/p>\n<\/li>\n

  2. \n

    Health & Sanitation<\/span><\/strong><\/p>\n<\/li>\n

  3. \n

    Education, Youth Affairs, Gender and Social Services<\/span><\/strong><\/p>\n<\/li>\n<\/ol>\n

    Duties and Responsibilities<\/span><\/h3>\n
      \n
    1. \n

      Provide strategic leadership in policy formulation and service delivery.<\/span><\/p>\n<\/li>\n

    2. \n

      Promote good governance, transparency, and accountability.<\/span><\/p>\n<\/li>\n

    3. \n

      Supervise the administration and delivery of services in the respective departments of the County Government and all decentralized units and agencies in the County.<\/span><\/p>\n<\/li>\n

    4. \n

      Implement County legislation and policies.<\/span><\/p>\n<\/li>\n

    5. \n

      Implement within the County national legislation to the extent that the legislation so requires.<\/span><\/p>\n<\/li>\n

    6. \n

      Manage and co-ordinate the functions of the County administration and its departments.<\/span><\/p>\n<\/li>\n

    7. \n

      Provide the County Assembly with full and regular reports on matters relating to the County.<\/span><\/p>\n<\/li>\n

    8. \n

      Advise the Governor on matters within his\/her area of jurisdiction.<\/span><\/p>\n<\/li>\n<\/ol>\n

      Job Requirements<\/span><\/h3>\n
        \n
      1. \n

        Be a Kenyan Citizen.<\/span><\/p>\n<\/li>\n

      2. \n

        Be in possession of a relevant first degree from a university recognized in Kenya.<\/span><\/p>\n<\/li>\n

      3. \n

        A Master\u2019s degree will be an added advantage.<\/span><\/p>\n<\/li>\n

      4. \n

        Satisfy the requirements of Chapter Six of the Constitution of Kenya.<\/span><\/p>\n<\/li>\n

      5. \n

        Be a registered professional where applicable.<\/span><\/p>\n<\/li>\n

      6. \n

        Have knowledge, experience and a distinguished career of not less than five years in a field relevant to the portfolio to which the person is seeking to be considered. Understand diversity, challenges and opportunities within the County.<\/span><\/p>\n<\/li>\n

      7. \n

        Should not hold any other State or Public Office.<\/span><\/p>\n<\/li>\n

      8. \n

        Be conversant with the Constitution of Kenya and all devolution laws.<\/span><\/p>\n<\/li>\n

      9. \n

        Be a visionary and strategic leader.<\/span><\/p>\n<\/li>\n

      10. \n

        Have the ability to work in a multi-ethnic and multi-cultural environment with sensitivity and respect for diversity.<\/span><\/p>\n<\/li>\n

      11. \n

        Have the capacity to work under pressure to meet strict deadlines.<\/span><\/p>\n<\/li>\n

      12. \n

        Be committed to being part of a team that will enable the County Government of Siaya to achieve its vision.<\/span><\/p>\n<\/li>\n<\/ol>\n

          Serve during the tenure of the Governor.<\/span><\/p>\n<\/li>\n

          Remuneration and benefits as prescribed by the Salaries and Remuneration Commission (SRC).<\/span><\/p>\n<\/li>\n<\/ol>\n
