Pursuant to Clause 9 of the Instructions to Tenderers<\/strong>, the County Government of Siaya hereby issues the following responses to requests for clarification received from prospective tenderers.<\/p>\n\n\n\n\n\n\n\n

1<\/strong><\/td>\nRequest for extension of the tender submission deadline to 17th July 2026<\/strong> to allow adequate time to prepare and submit a comprehensive proposal.<\/td>\nThe tender submission deadline is hereby extended to Friday, 10th July 2026 at 12:00 Noon (East Africa Time).<\/strong><\/td>\n<\/tr>\n
2<\/strong><\/td>\nClarification on the exact number of auditors in the organization.<\/td>\nThe current staffing is as follows:<\/p>\n

\u2022 Internal Audit Officers: 12<\/strong>
\n\u2022 Supervisory User: 1<\/strong>
\n\u2022 System Administrator: 1<\/strong><\/p>\n

The County anticipates future expansion. Accordingly, bidders are advised to propose a scalable licensing model<\/strong> capable of accommodating future growth.<\/td>\n<\/tr>\n

3<\/strong><\/td>\nClarification on the requirement for a valid Single Business Permit issued by the County Government of Siaya.<\/td>\nMandatory Requirement No. 9<\/strong> is hereby amended as follows:<\/p>\n

Original Requirement:<\/strong>
\n\"Provide a valid Single Business Permit\/Trading Licence issued by the County Government of Siaya.\"<\/p>\n

Amended Requirement:<\/strong>
\n\"Provide a valid Single Business Permit\/Trading Licence issued by the County Government of the bidder's area of operation. The successful tenderer shall, however, be required to obtain a valid Single Business Permit from the County Government of Siaya before contract signing.\"<\/td>\n<\/tr>\n

4<\/strong><\/td>\nClarification on whether the County Government of Siaya requires a separate Risk Governance and Compliance (GRC) software.<\/td>\nNo separate GRC software is required.<\/strong> The proposed Integrated Internal Audit Management System shall include a comprehensive Governance, Risk and Compliance (GRC)<\/strong> framework as a core functional component.<\/p>\n

The required solution shall, among other things:
\n\u2022 Support enterprise-wide risk assessment and risk registers.
\n\u2022 Link risks to business processes and audit planning.
\n\u2022 Generate automated risk scoring and heat maps.
\n\u2022 Track mitigation and remediation actions.
\n\u2022 Support Governance, Risk and Compliance (GRC) processes aligned to recognized frameworks such as COSO<\/strong>.
\n\u2022 Facilitate internal control assessments and risk-based reporting.
\n\u2022 Integrate audit findings with risk severity, recommendations and corrective action tracking.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

Other Tender Conditions<\/h2>\n

Except as amended above, all other provisions of the tender document, including the evaluation criteria, scoring methodology, specifications, and conditions of the tender, shall remain unchanged and continue to apply.<\/strong><\/p>\n

Prospective tenderers are advised to take note of the above clarifications and amendments when preparing and submitting their bids.<\/p>\n
