{"id":30824,"date":"2026-07-13T15:19:45","date_gmt":"2026-07-13T12:19:45","guid":{"rendered":"https:\/\/siaya.go.ke\/siaya\/?p=30824"},"modified":"2026-07-13T15:21:44","modified_gmt":"2026-07-13T12:21:44","slug":"strengthening-alcoholic-drinks-control-for-better-service-delivery-and-revenue-growth-2","status":"publish","type":"post","link":"https:\/\/siaya.go.ke\/siaya\/strengthening-alcoholic-drinks-control-for-better-service-delivery-and-revenue-growth-2\/","title":{"rendered":"Strengthening Alcoholic Drinks Control for Better Service Delivery and Revenue Growth"},"content":{"rendered":"<p><strong>By Grace Adhiambo<\/strong><\/p>\n<p>The Directorate of Alcoholic Drinks Control, under the Department of Trade, Enterprise, Cooperatives and Industrialization held a strategic workshop aimed at strengthening collaboration, improving service delivery, and enhancing revenue collection.<\/p>\n<p>The meeting was convened following a significant decline in revenue generated by the Directorate, from KSh 12.1 million in the Financial Year 2020\/2021 to KSh 6 million in the Financial Year 2024\/2025.<\/p>\n<p>The workshop, chaired by the County Executive Committee Member (CECM) for Trade Mrs. Christine Jeniffer Akinyi Oyuu, brought together departmental leadership, Sub-County Administrators,Liquor Compliance Officers, Revenue Officers, and a representative from the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA).<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft wp-image-30820\" src=\"https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/07\/WhatsApp-Image-2026-07-13-at-12.06.35-PM.jpeg\" alt=\"\" width=\"450\" height=\"301\" srcset=\"https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/07\/WhatsApp-Image-2026-07-13-at-12.06.35-PM.jpeg 1600w, https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/07\/WhatsApp-Image-2026-07-13-at-12.06.35-PM-768x513.jpeg 768w, https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/07\/WhatsApp-Image-2026-07-13-at-12.06.35-PM-1536x1026.jpeg 1536w, https:\/\/siaya.go.ke\/siaya\/wp-content\/uploads\/2026\/07\/WhatsApp-Image-2026-07-13-at-12.06.35-PM-272x182.jpeg 272w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/>Director of Alcoholic Drinks Control, Mr. Collins Owino, expressed concern over the declining performance, noting that the Directorate's mandate extends beyond revenue collection to licensing and regulating alcoholic drinks, conducting public education and awareness, and promoting citizen participation. He emphasized the need for new strategies to reverse the trend and committed to holding regular meetings with the Liquor Committee, training bar owners, and conducting self-audits to improve compliance and performance.<\/p>\n<p>The workshop also underscored the importance of service delivery and institutional transformation. Participants resolved that business owners must obtain a valid liquor licence before being issued with a Single Business Permit, in line with the Siaya County Alcoholic Drinks Control Act, 2016.<\/p>\n<p>Liquor traders are encouraged to ensure their businesses are duly licensed, as this not only keeps them compliant with the law and protects their businesses from enforcement action, but also contributes to increased county revenue that supports the delivery of essential public services.<\/p>\n<p>Additionally, the County Government's plan to establish a KSh 100 million rehabilitation centre was highlighted as a major step towards promoting public safety, addressing substance abuse, and safeguarding the well-being of Siaya residents.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Grace Adhiambo The Directorate of Alcoholic Drinks Control, under the Department of Trade, Enterprise, Cooperatives and Industrialization held a strategic workshop aimed at strengthening collaboration, improving service delivery, and enhancing revenue collection.
