ORENGO CHAIRS COUNTY DISASTER MANAGEMENT COMMITTEE<\/strong><\/p>\n

Governor James Orengo, working with national government counterparts, chaired a meeting of the County Disaster Management Secretariat to review the county\u2019s readiness for the October\u2013November\u2013December (OND) 2026 season.<\/p>\n

\"\"The session focused on El Ni\u00f1o and the associated risk of enhanced rainfall, and agreed on priority actions for coordinated preparedness and response. Key items on the agenda included the finalisation of the review of early-warning information, the presentation of the El Ni\u00f1o Multi-Hazard Contingency Plan 2026, and measures to mitigate the effects of flooding and washaways expected during the period.<\/p>\n

The Nyalore administration, in collaboration with the national government, has mapped areas for drainage clearance, unclogging of roads and related interventions through the Department of Public Works, Roads, Energy and Transport.<\/p>\n

Specific measures identified include dykes in Alego Usonga, additional box culverts in Rarieda (West Asembo Ward), culverts in East Asembo Ward, and the rehabilitation of selected roads. At Usenge Beach, the Getty backflow of the lake near the fish bandas has been noted, with proposals for raised livelihoods along the shoreline. Dhogoye Bridge in Usenge town is almost complete. Piers have been raised above water level, and corresponding budgetary provisions are being factored in.<\/p>\n

Governor Orengo proposed that an adequate budget be allocated for these exercises, noting that El Ni\u00f1o rains are expected around October and are likely to reach dangerous levels in November. The Department of Water, Environment, Climate Change, Irrigation and Natural Resources, under Prof. Jacqueline Oduol, has placed Siaya Bondo Water and Sanitation Company ( SIBOWASCO) on high alert and is preparing additional water pipes for rapid deployment should channels burst from excess overflow.<\/p>\n

The meeting emphasised that contingency plans must not disrupt the school environment, particularly as examinations approach.<\/p>\n

The Governor called for early-warning awareness among communities likely to be affected and highlighted an actionable plan for Aram Market to prevent flooding of the facility and traders\u2019 goods, noting that tarmacking of Aram Road is expected with national government support. Concerns were also raised about cushioning artisanal miners in Kogelo, Rarieda, and parts of Bondo and Gem through timely information on the dangers of flooding and saturation.<\/p>\n

\"\"Governor Orengo stressed the need to ensure the safety of school-going children and to raise awareness among all those at risk.<\/p>\n

The county government will allocate substantial resources to address El Ni\u00f1o-related effects. CECM for Finance and Economic Planning CPA Dan Okoth indicated that some interventions may require a supplementary budget.<\/p>\n

The Acting County Secretary Ms Elizabeth Adongo reported that the Red Cross has pledged humanitarian support, including aqua tabs, bottled water and blankets, as part of contingency planning.<\/p>\n

In his concluding remarks, Governor Orengo urged all relevant departments and agencies to work closely with the national government to secure additional funding for mitigation efforts. Agencies present included Kenya Power and Lighting Company ( KPLC), National Environment Management Authority (NEMA) and national government education officials.<\/p>\n

Also in attendance were CECMs Eng. Erick Odawa (Public Works, Roads, Energy and Transport), Joseph Rading (Governance, Administration and ICT), Mrs. Christine Oyuu (Trade, Industry, Enterprise and Cooperatives) and Hon. Willis Ochieng (Agriculture, Food Security, Livestock and Blue Economy); Chief Officers Dr. Omondi Owino (Health and Sanitation) and Eng. Kevin Ajuul (Roads and Public Works); Chief of Staff Rt. Col.
