The County Government of Siaya and the State Department for Devolution held a workshop to discuss the role of Project Management Committees (PMCs) and address challenges affecting county project implementation.

PMC Composition and Structure

Project Management Committees are ward-based groups comprising:

  • 7-10 members representing various stakeholders
  • Persons with disabilities
  • Development committee representatives
  • Community-Based Organizations (CBOs)

These committees are chaired by ward administrators and supervised by County Executive Committee Members (CECMs).

Key Success Factors

Effective PMC operation requires:

  • Community mobilization and participation
  • Proper civic education
  • Democratic elections for committee members

Implementation Challenges

The workshop identified several obstacles:

  • Delayed project payments
  • Community disputes
  • Contractor absenteeism
  • Administrative bottlenecks

PMC Responsibilities

According to the 2023 Project Implementation Policy, PMCs are tasked with:

  • Providing oversight and direction
  • Monitoring and evaluating progress
  • Making decisions on scope, budget, and schedules
  • Risk identification and mitigation
  • Ensuring effective communication and reporting
