Intention To Enter Into A Partnership Through Restricted Tender With Rice Farmer’s Producing Organization (FPO) To Support Siaya Paddy Rice Bulking Scheme

The County Government of Siaya (CGS) plans to partner with the local rice stakeholders including farmers to enhance livelihoods, improve agricultural productivity, and promote economic growth within Siaya County through a bulk purchasing scheme. The purchased paddy rice will be processed at the Usonga Siriwo Rice Processing Mill.

Objectives of the Partnership

  1. Support Farmers’ Income: Facilitate timely purchase of rice produce to ensure farmers receive fair and prompt payments.
  2. Enhance Agricultural Processing: Ensure the availability of quality paddy rice to boost the capacity of the Siriwo Rice Processing Mill.
  3. Promote Economic Growth: Strengthen the local economy by creating a robust rice value chain that benefits farmers, processors, and the wider community.
  4. Foster Collaboration: Develop strong partnerships between the county government, the cooperative society, value chain stakeholders, and financial institutions to streamline the payment and processing workflow.

Scope of Assignment

  1. Coordination of Rice Purchasing
  • The identified partner will demonstrate the capacity and connections with all feeder groups (CIG) to aggregate rice produce from farmers.
  • Develop and manage a payment schedule outlining the amount, deductions, and quantity of paddy for each farmer.
  1. Processing and Value Addition
  • Commit to drying and delivering the purchased rice for milling at the Siriwo Rice Processing Mill.
  1. Financial Support
  • Present the payment schedule to the Cooperative Bank of Kenya for the execution of payments to farmers, with the County Government of Siaya overseeing payment instructions.
  1. Monitoring and Reporting  
  • Provide regular monitoring and reporting to ensure the partnership’s objectives are achieved efficiently.

Eligibility and Application Process
The County Government of Siaya invites applications from registered and locally recognized, Rice farmer’s producing organization (FPO). The FPO is required to demonstrate its capability to meet the objectives and scope of this partnership.

Submissions must be in plain sealed envelopes, clearly marked with the identification number and title, and deposited in the Tender Box at the main entrance of the Alego Usonga Sub-County Office, along Hospital Road, Siaya. Submissions should be received on or before 31st December, 2024 at 12.00 noon.

Additional Requirements

Applicants should include the following in their submissions:

  1. A detailed profile of the Rice Farmer’s Producing Organization (FPO), highlighting its experience in rice marketing and payment management.
  2. A proposed payment schedule plan for rice purchases.
  3. Evidence of operational capacity, including access to or management of the Siriwo Rice Processing Mill.
  4. A commitment to collaborate with the County Government and Cooperative Bank of Kenya for seamless execution of payments.
