The National Government and the County Government of Siaya have embarked on a collaborative journey to realize the construction of an ultramodern fish market at Usenge Beach in West Yimbo Ward.
This initiative was highlighted during a joint technical consultative meeting that brought together officials from the State Department for Housing and Urban Development, led by Secretary Eng. Benjamin Njenga, alongside officials from the Ministry of Interior and National Coordination, Kenya Ports Authority, Kenya Shipyard Limited, and the Ministry of Lands, which played pivotal roles in these discussions.
The meetings served as a follow-up to assess the status of the Usenge Beach which aims to modernize fish landing sites with state-of-the-art equipment to boost fish production and sales. During his visit, Eng. Njenga emphasized the significance of the project under President William Ruto's Administration, noting, "Siaya County is fortunate to have been selected by the National Government for development in blue economy and maritime activities. Your County is very privileged to be on our list for this significant project." This statement was directed at Governor James Orengo, who was still buoyant from the recent high-profile visit during the 4th Piny Luo Festival, which culminated in the opening of the Jaramogi Oginga Odinga Stadium.
The National Government has committed to conducting security surveillance on the land designated for the project, ensuring proper documentation and adherence to procedural requirements. They will also manage potential displacement issues, ensuring compliance with compensation protocols to fulfill the project's vision. The Ministry of Interior and National Coordination will verify land titles and oversee any necessary relocations. The Kenya Shipyard will offer technical expertise for designing cost-effective maritime features, while the Kenya Ports Authority (KPA) will focus on the physical planning of the projects to optimize operational efficiency.
Collaboration will extend to other government departments at both county and national levels, especially in roads and transport, to address the technical aspects of road networks around the project area, ensuring accessibility and minimal disruption to local communities. A roadmap detailing timelines for design, advertising, and tendering processes will be developed, managed by a joint team from both government levels.
Governor Orengo expressed optimism about the partnership, stating, "I am very confident based on today's presentations and the goodwill shown by the National Government led by President William Ruto. I will ensure everything within my power is achieved." He announced that Maurice MC’Orege, CECM for Lands, Physical Planning, Housing, and Urban Development, will oversee the project. Orengo also highlighted the potential for further development in areas like Yala and Wagai, acknowledging Siaya's untapped potential.
The meeting included key figures such as County Secretary Mr. Joseph Ogutu and CECMs CS Agunda Ochanda (Governance, Administration, and ICT), Sylvester Okoth (Agriculture, Irrigation, Livestock, and Blue Economy), and Maurice MC’Orege. This meeting precedes a visit by Cabinet Secretary for Mining, Blue Economy, and Maritime Affairs, Hon. Hassan Ali Joho, scheduled for January 29th, which will include field visits to Usenge, Wich Lum, and Asembo Bay fish landing sites.
