The Government of Kenya has received financing from the World Bank toward the implementation of the National Agricultural Value Chain Development Project (NAVCDP) and intends to apply part of the proceeds to finance construction works in **Siaya County.
The Department of Agriculture, Food Security, Livestock and Blue Economy, County Government of Siaya invites sealed bids from eligible bidders for the following construction works:

Procurement Method
Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) in accordance with the Procurement Regulations for Investment Project Financing (IPF) Borrowers, first published July 2016 and revised in November 2020 by the World Bank.

Submission of Bids
Completed bids must be delivered physically on or before:
2 April 2026 at 11:00 AM (EAT)
Electronic bidding will not be permitted. Late bids will be rejected.
Bids will be opened publicly immediately after the closing time in the presence of bidders’ representatives who choose to attend.
Pre-Bid Meeting and Site Visits

Bid Security
All bids must be accompanied by a bid security in the amount specified for each contract.
Beneficial Ownership Disclosure
Bidders are advised that the successful bidder will be required to disclose beneficial ownership information as part of the contract award notice, in line with the procurement regulations of the World Bank.
