Overview

The Kenya Devolution Support Programme II (KDSP II) is a national initiative implemented by the State Department for Devolution with support from the World Bank. The programme aims to strengthen the capacity and performance of county governments in Kenya in delivering efficient, accountable, and inclusive public services.

Building on the achievements of the first phase (2016–2021), KDSP II focuses on enhancing systems, structures, and institutional capacity to improve service delivery, financial management, and citizen engagement across counties.

In Siaya County, the programme supports ongoing reforms aimed at improving governance, strengthening accountability, and enhancing development outcomes aligned with the County Integrated Development Plan (CIDP).

Programme Development Objective

The overall objective of KDSP II is to:

  • Strengthen county performance in financing, management, coordination, and accountability of resources
  • Enhance the quality and efficiency of service delivery at the county level
  • Promote transparent, inclusive, and participatory governance

Key Result Areas (KRAs)

KRA 1: Sustainable Financing and Expenditure Management

This component focuses on strengthening financial management systems within the County, including:

  • Enhancing Own Source Revenue (OSR) collection
  • Improving budgeting, accounting, and financial reporting
  • Addressing pending bills and strengthening fiscal discipline
  • Automating financial systems and processes

KRA 2: Intergovernmental Coordination and Institutional Performance

This area aims to improve coordination between national and county governments while strengthening institutional performance through:

  • Human Resource management and payroll audits
  • Performance management systems
  • Capacity building for county staff
  • Alignment of staffing structures to service delivery needs

KRA 3: Oversight, Participation and Accountability

This component promotes transparency and citizen engagement by:

  • Strengthening public participation frameworks
  • Enhancing monitoring and evaluation systems
  • Establishing community project management structures
  • Developing feedback and grievance redress mechanisms
  • Supporting climate-responsive and inclusive planning

Programme Financing Mechanism

1. Institutional Strengthening Grant (Level 1 Grant)

Supports reforms aimed at:

  • Strengthening governance and administrative systems
  • Improving planning, reporting, and financial management
  • Promoting transparency and public participation

2. Investment Grant (Level 2 Grant)

A performance-based grant that finances priority development projects in sectors such as:

  • Health
  • Water and sanitation
  • Agriculture
  • Roads and infrastructure

Access to this grant depends on the County meeting defined performance indicators and minimum conditions.

Disbursement Linked Indicators (DLIs)

Under KDSP II, funding is tied to performance through Disbursement Linked Indicators (DLIs), including:

  • Growth in Own Source Revenue
  • Reduction of pending bills
  • Strengthened HR and payroll systems
  • Improved performance management frameworks
  • Enhanced public investment management and citizen engagement

Institutional Framework in Siaya County

The implementation of KDSP II in Siaya County is coordinated through structured governance mechanisms, including:

  • County Programme Technical Committee (CPTC)
  • County Programme Implementation Unit (CPIU)
