In a significant move aimed at enhancing operational efficiency and service delivery, the County Government of Siaya today held a high-level consultative meeting to formally transfer the functions of the Transport Unit to the Department of Public Works, Roads, Energy and Transport.
The meeting, led by the County Secretary, implements Executive Order No. 1 of 2023, which authorized the transfer of the Transport Unit from its previous home in the Department of Governance, Administration and ICT to the new department. This strategic realignment is expected to create better synergy between transport functions and the county’s infrastructure development agenda.
The Transport Unit, established in 2013 and led by Mr. George Obare, has recorded notable achievements over the years. Among its key milestones is the formulation of the Siaya County Transport Policy, which provides a comprehensive framework for fleet management and establishes the necessary infrastructure to support efficient and sustainable transport operations.
Under Mr. Obare’s leadership, the Unit also introduced fuel cards for county vehicles, a reform that has significantly improved accountability, reduced fuel wastage, enhanced expenditure tracking, and ensured better value for money in fleet operations. Additionally, the Unit facilitated the procurement of more than 100 motor vehicles, motorbikes and heavy equipment, including ambulances for emergency medical services, tractors, plant machinery, and utility vehicles, thereby boosting the county’s capacity to deliver essential services across various sectors.
Speaking during the meeting, CECM for Public Works, Roads, Energy and Transport, Eng. Erick Abungu Odawa, welcomed the transfer, noting that it will allow for more integrated planning and management of the county’s transport assets.
The consultative meeting was also attended by Chief Officer for Public Works and Roads, Eng. Kevin Ajuul, and Chief Officer for Governance and Administration, Hon. Walter Okelo, who commended the Transport Unit for its contributions and pledged full support for a smooth transition.
This realignment reflects the County Government of Siaya’s commitment to continuous improvement in public service delivery, prudent resource management, and the creation of a more responsive and efficient county administration that better serves its residents. The County Government remains focused on building a modern, well-managed transport system that supports agriculture, health services, infrastructure development, and overall socio-economic growth in Siaya.
