Kenya Devolution Support Programme (KDSP) in Siaya County
The Kenya Devolution Support Programme (KDSP) is a national initiative by the Government of Kenya, supported by the World Bank, aimed at strengthening the capacity of county governments to deliver quality services. Siaya County is an active participant in the program, which provides conditional grants to support institutional development and service delivery improvements.
The County intends to use the support provided under KDSP to strengthen five key areas:
Public Finance Management (PFM)
The County intends to enhance its budgeting, procurement, and financial reporting systems to improve accountability and transparency. Investments are being made in staff training and ICT systems that support efficient financial operations.
Planning, Monitoring and Evaluation
The County intends to improve its planning processes by adopting evidence-based approaches and strengthening data collection and reporting systems. This will help track progress and ensure development priorities are aligned with citizen needs.
Human Resource Management
Through KDSP, the County intends to modernize its human resource systems, introduce performance-based management, and promote professional development. This is aimed at building a more competent and responsive workforce.
Civic Education and Public Participation
The County intends to deepen citizen engagement by strengthening public participation structures and expanding civic education outreach. This is key to promoting transparency, inclusivity, and accountability in governance.
Environmental and Social Performance
The County intends to integrate environmental safeguards in project planning and implementation. Awareness campaigns and community-based initiatives are also being promoted to support sustainable development.
Siaya County intends to continue leveraging KDSP support to strengthen governance structures, improve public service delivery, and promote inclusive development. Through continued collaboration with national institutions and development partners, the County aims to build a more accountable and citizen-centered devolved government.
