The County Government of Siaya, through the Department of Finance and Economic Planning, is complying with Section 117 of the Public Finance Management Act, 2012, by collecting public views on the equitable distribution of budgetary provisions for the Financial Year (FY) 2026/2027. These views are being gathered across all thirty (30) wards and the three (3) municipalities—Siaya, Bondo, and Ugunja—to inform the preparation of the County Fiscal Strategy Paper (CFSP).
The County Fiscal Strategy Paper is a key government document that outlines the county's financial roadmap. It details broad strategic priorities, policies, goals, and fiscal plans for the upcoming years. It guides medium-term budget preparations, ensures prudent resource management, and facilitates public participation as required by the Constitution of Kenya, 2010.
The document serves five key functions:
(1) Facilitating public engagement, which is currently taking place across the 30 wards and 3 municipalities.
(2)Establishing the fiscal framework.
(3)Providing strategic guidance.
(4)Presenting the economic outlook.
(5)Ensuring compliance with constitutional principles and fiscal policies.
The CFSP follows a four-step legal process before finalization:
(a) Public participation (currently underway in the 30 wards and 3 municipalities);
(b) Preparation by the County Treasury;
(c)Submission to the County Assembly for review and approval (including any necessary amendments);
(d)Publication in the Kenya Gazette.
Once finalized, the document translates the public's goals and aspirations into tangible services and projects.The Fiscal Strategy Paper serves as the guiding financial document to ensure that projects for key County Government departments are procured and payments are made for services that directly benefit Siaya residents in the coming financial year(s).
Acting County Executive Committee Member for Finance and Economic Planning, Mr. George Nying'iro, together with his team from the County Treasury, will be responsible for ensuring financial compliance and processing payments for the listed projects under the new financial framework. This will occur once the document is passed by all relevant constitutional bodies, including the County Assembly of Siaya, and implementation is carried out by the executive under the Nyalore administration led by Governor James Orengo.
This process will apply across all departments throughout the entire financial year.
