The Department of Public Works, Roads, Energy and Transport on Thursday continued its three-day consultative meeting with a focus on reforms to strengthen fleet management in Siaya County.
The session, chaired by the Director of Roads and Transport, Eng. Shem Ojwando, reviewed the county’s transport management policy and proposed updates to align with current needs. Members made several changes to Chapter One, agreeing on a vision for the County Transport Unit: “World Class Fleet Management Service for Efficient Public Service Delivery.”
Strategic objectives discussed included establishing an effective system for transport management, coordination, and regulation, in line with the national transport policy.
Mr. Hesbon Jakoyo from the Transport Unit presented on driver welfare, assuring that insurance covers drivers injured in the line of duty. He also proposed strategies to address operational matters affecting staff.
Chapter Two centered on a situational analysis. Officers identified areas for improvement including workshop capacity, staffing levels, fuel and maintenance budgeting, efficient allocation of resources for fleet operations, and management of ageing vehicles and plant machinery. The committee also discussed service management for cars and motorbikes.
Eng. Ojwando tasked each department with reviewing fuel expenditure and vehicle service costs for the last two to three years, with the aim of achieving efficiency going forward.
The meeting continue on its third day today as members continue reviewing the proposed transport management policy and discussing measures to improve fleet management and transport service delivery in Siaya County.
