It was all accolade to Siaya County after the Independent Verification of Achievement (IVA) of Minimum Access Conditions for Financial year 2025/2026 assessors gave a clean bill of health that the County met all the minimum access conditions set by the world Bank for it to earn the Second Kenya Devolution Support Program (KDSP II) grant. The IVA team led by Dr. Benjamin Karume while handing over the assessment result report to County Executive Committee Member (CECM) for Governance, Administration and ICT CS Agunda Ochanda, lauded the Siaya County team comprising of County Program Implementation Unit for their high level of organization and clarity of documents presented to them for assessment.
The team assured the county that there wasn’t anything left but to wait for the funds from the KDSP Grant.
The County Secretary, Mr. Joseph Ogutu, who chaired the IVA exit meeting, thanked the CPIU team for their splendid preparation and execution of the duties entrusted on them under the leadership of CS Agunda and Chief Officer for Governance, Administration and ICT Hon. Walter Okelo. He used the platform to commit to the team that Siaya County leadership is keen at reaping the maximum benefit from the program while staying in the program throughout its lifespan (2028) by meeting all the laid down conditions.
CS Agunda Ochanda on the other hand while affirming the efforts of the County Government for its continued multi-level partnership with the State Department of Devolution, congratulated the CPIU for having prepared exceptionally well hence pitting the County among the beneficiaries of the level II Investment Grant of Ksh. 352 million. He reiterated the importance of strengthening the partnership while leveraging on engagement to learn more as we strive to strengthen the devolved systems.
Siaya County through the CPIU will now work towards grabbing the whole Ksh. 352 million by performing well in the set seven Disbursement Link Indicators. The funds have been proposed to construct the Mother Baby Complex, a component of the proposed Siaya County Referral Hospital (level 5).
The CPIU team is headed by Mr. Peter Ligulu, the Siaya County KDSP II Coordinator.
