In a remarkable demonstration of digital governance and efficient public resource management, Siaya County has secured the second position nationally in the implementation of the Electronic Government Procurement (e-GP) system for May 2026.
According to the Official e-GP Kenya County Performance Report, May 2026, Siaya County awarded 163 contracts worth approximately KES 91.36 million, accounting for a significant 23.0% share of the total value among the top-performing counties. Kisumu County led with 467 contracts valued at over KES 208 million (37.6% share), while Siaya outperformed other strong contenders like Murang’a and Baringo.
The e-GP system is a flagship digital reform by the National Treasury and Economic Planning, designed as an end-to-end electronic platform aligned with the Public Procurement and Asset Disposal Act (PPADA) 2015. It automates the entire procurement cycle from planning and tendering to evaluation, award, contract management, and payment.
It plays a pivotal role in transforming public resource management by enhancing transparency and accountability through fully digitized processes with comprehensive audit trails. This significantly reduces opportunities for corruption while enabling effective public oversight. Beyond transparency, EGP delivers notable efficiency and cost savings by accelerating procurement cycles, fostering greater competition among suppliers, and driving down bid prices, ultimately ensuring better value for taxpayers’ money and generating substantial annual savings at both national and county levels. Additionally, the system also promotes greater inclusion by allowing more suppliers — particularly youth, women, and persons with disabilities — to participate seamlessly from anywhere through the portal (egpkenya.go.ke).
Siaya’s ranking is particularly noteworthy given the system’s relatively recent nationwide rollout following a presidential directive. Many counties are still building capacity, as evidenced by the lower contract volumes in the rankings.
Siaya’s ability to process 163 contracts in a single month demonstrates strong internal coordination, effective staff training on the e-GP platform, robust adoption of digital tools for planning and execution, and a vibrant supplier ecosystem willing to engage through the transparent online system. This performance signals maturity in governance processes, which can attract more development partners, boost investor confidence, and accelerate project implementation.
This achievement reflects the forward-thinking leadership of Governor James Orengo and the Nyalore administration. By embracing e-GP early and effectively, Siaya is not only complying with national mandates but positioning itself as a model county in digital transformation.
