Strengthening the future begins with nurturing our youngest minds. Today, key stakeholders gathered at the Siaya County Assembly Chambers for a strategic engagement focused on “Strengthening a Multi-Sectoral Approach to Nurturing Care for Early Childhood Development (NCfECD).”
The session convened County Assembly leadership, Members of the County Assembly (MCAs), the County Executive, and various development partners to deepen collaboration and align efforts toward improving ECD outcomes.
The Nurturing Care journey, which originated in Siaya County in 2018, has since expanded to 13 counties within the Lake Region Economic Block (LREB). Through the Smart Start Initiative anchored on best practices developed in Siaya, there is a renewed call for the county to maintain its status as a regional leader by championing strong, scalable models in nurturing care.
Central to this mission is a strategic shift from fragmented, departmental efforts to a unified multi-sectoral system. By aligning ten executive departments with their respective legislative committees, Siaya is pioneering a "one government for one child" model. This framework, supported by the LREB Smart Start Initiative, moves beyond isolated service silos to institutionalize joint planning, shared budgeting, and collective accountability. The core rationale is clear: optimal child development depends on the synchronized coordination of health, education, and nutrition.
Discussions highlighted the vital importance of strengthening linkages between the legislative and executive arms of government to ensure the seamless implementation of these programs. Key takeaways from the engagement included:
