The Government of Kenya (GoK) has received financing from the World Bank towards the cost of the National Agricultural Value Chain Development Project (NAVCDP) and intends to apply part of the proceeds towards payments under the contract for Construction Works for the Expansion of Kogonga Kayundi Irrigation Project in North Uyoma Ward in Siaya County.
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing.
The Department of Agriculture, Food Security, Livestock and Blue Economy, County Government of Siaya, now invites sealed bids from eligible bidders for the construction works detailed below:

Procurement Method
Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank's Procurement Regulations for IPF Borrowers, First Published July 2016 and Revised Fourth Edition November 2020 ("Procurement Regulations"), and is open to all eligible bidders as defined in the Procurement Regulations.

Submission and Opening of Bids
Bids must be delivered to the address below on or before 2nd July 2026 at 11:00 Hours EAT.
Electronic bidding shall not be permitted.
Late bids will be rejected.
Bids will be publicly opened immediately thereafter in the presence of bidders' designated representatives and any other persons who choose to attend at the address indicated below on 2nd July 2026 at 11:00 Hours EAT.
Bid Security
All bids must be accompanied by a Bid Security as indicated in the table above.
Pre-Bid Meeting and Site Visit
The Employer shall conduct a non-mandatory pre-bid meeting on 10th June 2026 at the County Procurement Hall.
