Residents of South Sakwa Ward today participated in a highly successful and peaceful public participation forum on the 2026 County Fiscal Strategy Paper (CFSP) at Migwena Sports Centre. Residents urged the County Government of Siaya to prioritize the timely completion of all pending projects from the previous financial year alongside those in the current cycle, ahead of the upcoming elections. This call underscores the residents' desire for tangible progress and accountable service delivery.
Key projects prioritized for inclusion in the 2026/2027 budget include:
• Construction of the Gombe Early Childhood Development (ECD) Centre;
• Construction of a maternity wing at Gombe Dispensary, located in Migwena West;
• Upgrading of the Anywongi-Kowaga to Kadera road in Got Abiero Sub-location.
Residents also raised concerns about the Bur Lowo ECD Centre, highlighting that it currently lacks a conducive learning environment due to insufficient learning materials and equipment. Additionally, there were complaints regarding certain contractors who have abandoned sites without completing assigned works, calling for stricter oversight and accountability measures.
Public participation in such forums is not merely a procedural step but a fundamental right and cornerstone of democratic governance. As enshrined in the Public Finance Management (PFM) Act, 2012—which operationalizes Article 201 of the Constitution of Kenya 2010—public involvement is mandatory in the budget process, including the preparation of the County Fiscal Strategy Paper. This ensures transparency, accountability, and equitable resource allocation that truly reflects the needs and aspirations of the people.
The active engagement of South Sakwa Ward residents today exemplifies how citizen voices can drive meaningful change and foster inclusive development in Siaya County.
