Siaya County Leadership Backs 2026–2030 Nurturing Care Strategic Plan.

The County Executive Committee Members (CECMs) have reaffirmed their collective commitment to implementing the Siaya County Integrated Nurturing Care for Early Childhood Development (INCECD) Strategic Plan 2026–2030 by signing a County Executive Statement of Commitment.
The signed commitment demonstrates the CECMs’ shared responsibility to integrate nurturing care priorities into sector plans, programmes and budgets, strengthening multisectoral coordination and investment to ensure every child survives, thrives and reaches their full potential.
The session, attended by County Secretary Ms. Elizabeth Adongo, First Lady H.E. Betty Orengo and KMET Managing Director Dr. Monica Ogutu, provided an opportunity for the county leadership and key stakeholders to familiarise themselves with the strategic priorities and interventions outlined in the plan. The strategy seeks to ensure that children, particularly during their formative years, receive the care and support necessary to thrive, not merely survive.
The strategy brings together key county sectors, including Health and Sanitation, Education and ECDE, Social Services, Gender and Youth, Governance, Finance, ICT and Community Development, alongside development partners, national government agencies and civil society.
Key interventions include strengthening multisectoral coordination, identifying and supporting vulnerable families and children, improving referral and follow-up mechanisms, building the capacity of frontline workers and community champions, and establishing sustainable financing mechanisms for nurturing care interventions.
The plan further prioritises data-driven decision-making, community participation, research, innovation, accountability and continuous monitoring to ensure that interventions are responsive to the needs of children and families across Siaya. Through the Smart Start Siaya Initiative, the County Government continues to promote the five nurturing care components—good health, adequate nutrition, responsive caregiving, safety and security, and opportunities for early learning.
By investing in children during their earliest years, Siaya County is laying the foundation for a healthier, more resilient and prosperous generation.
