The Government of Kenya has received financing from the World Bank towards the implementation of the Kenya Devolution Support Programme (KDSP) and intends to apply part of the proceeds to payments under a contract for the provision of consultancy services.
The County Government of Siaya (CGS) hereby invites sealed proposals from qualified and eligible consultants for the provision of the above-mentioned consultancy services.
Selection will be conducted through the Open National Competitive Selection method using a standardized Request for Proposals (RFP) document and is open to all qualified and interested consultants.

Interested and eligible consultants may inspect and obtain the complete Request for Proposals (RFP) documents free of charge from:

Proposal Requirements
- Financial proposals shall be quoted in Kenya Shillings (KES) and shall be net, inclusive of all applicable taxes and related costs, where applicable.
- Proposals shall remain valid for a period of 98 days from the proposal submission deadline.
- Applicants shall chronologically serialize all pages of the RFP documents submitted.
Submission of Proposals
Completed RFP documents shall be enclosed in plain sealed envelopes clearly marked with the RFP Number and Description of the Consultancy Assignment, and deposited in the Tender Box located at the Main Entrance of the Alego Usonga Sub-County Offices, along Hospital Road, Siaya Town, or addressed to:
