The Department of Governance,Administration and ICT, led by the County Executive Committee Member CS Agunda Ochanda, in collaboration with the Directorate of Human Resource Management, today conducted a sensitization workshop on Individual Work Planning (IWP) and Staff Performance Appraisal System (SPAS) for its staff.
The workshop was aimed at understanding and applying the concepts of work planning and individual performance appraisals for staff to determine work output.
It sought to strengthen individual performance management practices at the individual staff level by aligning targets with the 2025/2026 performance contracts and approved Annual Development Plan (ADP) and County Integrated Development Plan (CIDP 2023-2027) targets.
The tools further promote ownership and accountability, clarify roles, and enhance productivity. Supervisors and appraisees should inculcate a performance management culture anchored on the principles of inclusivity, continuous improvement, and actionable feedback.
SPAS provides information for decision-making on administrative and human resource issues such as renewal of contracts, promotions, training, awards, and sometimes terminations.
The workshop was convened by Director George Okello,moderated by the Senior Administrative Officer in the Office of the County Secretary Mr.Abongo Richard and facilitated by Director Susan Rabah and Assistant Director Frederick Muga of the Human Resource Management Directorate, respectively.
In attendance were Sub-County Administrators for Bondo, Ugunja, and Siaya; Ward Administrators from the thirty-three (33) wards across the County; Heads of Units from Governance, ICT, and Administration; Protocol Officers; Heads of Inspectorate; and staff from the department.
