The County Government of Siaya, through the Department of Roads, Public Works, Energy and Transport in collaboration with development partners, today started a two-day training for energy enumerators.
The training, which includes a pilot survey, aims at equipping enumerators with skills to collect accurate data on household energy use, available energy resources, and productive uses of energy. This information will inform energy planning and address the county’s energy needs.
This exercise also soughts to:Identify common sources of energy used by households,highlight existing gaps for targeted interventions,assess energy demand and prevailing prices,develop an investment prospectus, as well as propose sustainable solutions to bridge the energy deficit.
The pilot data collection was conducted in selected villages across Siaya town , Bondo, Gem, Ugunja, and Ugenya sub-counties. Residents were interviewed using a comprehensive questionnaire to assist in survey and data collection.
The training and pilot survey serve as a precursor to the national Integrated National Energy Planning (INEP) circular issued by the Ministry of Energy. The circular provides an eight-month implementation window following the training and pilot phase, after which the full county wide energy study is scheduled to commence from 9th to 13th December 2025.
Participants were thoroughly trained on the overview of the data collection exercise, terms of engagement, the purpose and expected outputs of the pilot test, and the proper use of data collection tools.
The exercise was led by the;Chief Officer for Energy, Dr. Nicholas Kut Ochogo,Director of Public Works, Arch Jared Oluoch,Technical Officer, Mrs.Nelly Oranga and other county officials.Representing the development partners, Practical Action, were:Project Manager (Partnership for Advanced County Energy Planning), James Muyula,Technical Advisor, George Theuri,Monitoring, Evaluation and Learning Officer, Emmanuel Owino,Gender, Disability and Social Inclusion Officer, Ms. Grace Gitau.
