H.E James Orengo
James Aggrey Bob Orengo serves as the Governor of Siaya County. He is a distinguished Kenyan lawyer, Senior Counsel, human rights activist, and veteran politician with a long-standing record in public service and governance.

He received his early education at Ambira Primary School and Alliance High School before pursuing a law degree at the University of Nairobi and later attending the Kenya School of Law.

Governor Orengo rose to national prominence as a pro-democracy activist and human rights defender during the struggle against one-party rule in the 1980s and 1990s. He entered Parliament at the age of 29 as one of Kenya’s youngest Members of Parliament, representing Ugenya Constituency. Over the years, he has served in several key roles, including Minister for Lands, Senator for Siaya County (2013–2022), and Minority Leader in the Senate.

A long-time ally of Raila Odinga and a prominent figure in the Orange Democratic Movement (ODM), he has also been associated with the Social Democratic Party (SDP). Known for his sharp legal mind, reformist ideals, and advocacy for constitutionalism, he is often referred to as Kenya’s “Walking Constitution.”

In 2022, he was elected as the second Governor of Siaya County, where he provides leadership in strengthening governance, enhancing public service delivery, and advancing the county’s development agenda while remaining actively engaged in national affairs.

VISION

The Nyalore Vision, championed by Governor James Orengo, provides a clear development direction for Siaya County, with a focus on building a prosperous, inclusive, resilient and sustainable county where all residents can realise their full potential.

The vision places citizens at the heart of development and seeks to improve the quality and accessibility of public services while creating opportunities for economic growth, investment, employment and sustainable livelihoods. It prioritises key areas including healthcare, education, agriculture, infrastructure, youth and women empowerment, environmental sustainability, enterprise development and accountable governance.

At its core, the Nyalore Vision seeks to harness Siaya’s human capital, natural resources, innovation and economic potential to drive inclusive development. It promotes collaboration among the County Government, national government, communities, private sector, development partners and other stakeholders to mobilise resources, strengthen service delivery and accelerate the county’s development agenda.

The vision is founded on the principle that sustainable transformation must be people-centred, participatory and responsive to the needs of local communities. Through effective leadership, responsible governance and strategic partnerships, the Nyalore Vision aims to create a stronger and more prosperous Siaya, with improved opportunities and a better quality of life for present and future generations.

PRIORITIES

The Nyalore Vision, anchored in Governor James Orengo's nine-point manifesto, provides a people-centred framework for transforming Siaya County into a prosperous, inclusive and sustainable county. The leadership agenda focuses on improving quality of life, expanding economic opportunities, strengthening public services and ensuring that development reaches communities across the county.

1. Quality and Affordable Healthcare

Strengthen healthcare services across the county by improving health infrastructure, ensuring availability of essential medicines and supplies, enhancing human resources and expanding access to quality, affordable and responsive healthcare for all residents.

2. Agricultural Transformation and Food Security

Unlock Siaya's agricultural potential by supporting farmers with appropriate inputs, improving productivity, promoting agribusiness and value addition, and strengthening livestock and fisheries development. The priority is to achieve food security while creating sustainable incomes and employment.

3. Clean Water, Environment and Natural Resources

Expand access to reliable and safe water for households, institutions and productive activities while promoting environmental conservation and sustainable management of natural resources. The agenda also supports climate resilience and responsible use of Siaya's land and water resources.

4. Education, Training and Human Capital Development

Promote access to quality education, skills development and capacity building from early childhood through to higher levels of learning. The focus is on equipping residents, particularly young people, with the knowledge and skills required to participate effectively in the county's social and economic development.

5. Infrastructure and Urban Development

Invest in modern infrastructure and improve the county's road network to enhance connectivity, facilitate trade and investment, and support the growth of Siaya's urban centres. Infrastructure development will provide the foundation for a more connected, productive and competitive county.

6. Tourism, Sports, Culture and the Arts

Position Siaya as a destination of choice by developing and marketing its tourism assets, supporting sports and nurturing the county's rich cultural and artistic heritage. Investment in tourism, culture and the creative economy will create employment, promote local enterprise and strengthen the county's identity.

7. Resource Mobilisation and Strategic Partnerships

Strengthen the county's capacity to mobilise resources through strategic partnerships, Public-Private Partnerships, development cooperation and engagement with the Siaya diaspora. The priority is to attract investment and additional resources to complement public funding and accelerate development.

8. Devolution, Good Governance and Accountability

Deepen devolution by strengthening citizen participation, improving public accountability and ensuring responsible management of public resources. The county will promote transparent, responsive and effective institutions while strengthening local participation in planning and decision-making.

9. Empowerment and Social Inclusion

Create an enabling environment for the economic and social empowerment of youth, women and persons living with disabilities while protecting and supporting older persons. The priority is to ensure that every resident has an opportunity to participate in and benefit from Siaya's development.

Our Commitment

The Nyalore Vision is ultimately about putting the people of Siaya at the centre of development. Its nine priorities provide a framework for building a healthier, better educated, economically productive, environmentally sustainable and socially inclusive county. Through effective leadership, citizen participation and strategic partnerships, the vision seeks to create lasting opportunities and improve the quality of life for present and future generations.
