About the Department

Background

The Department of Governance, Administration & ICT is responsible for providing the institutional, administrative and technological foundation required for effective functioning of the County Government of Siaya. The Department brings together governance, public administration and information and communication technology functions to strengthen coordination, accountability, efficiency and citizen-centred service delivery across the County Government.

Legal Mandate

The department derives its mandate from:

  • The Constitution of Kenya, 2010 (Chapters 6, 11 and 12)
  • The County Governments Act, 2012 (Part XI — Decentralised Units)
  • The Public Service (Values and Principles) Act, 2015
  • The Data Protection Act, 2019
  • The Access to Information Act, 2016

Constitutional Functions

  • Coordinate implementation of county governance policies, systems and administrative frameworks.
  • Promote transparency, accountability, integrity and good governance across county institutions.
  • Coordinate administrative operations and provision of common government services.
  • Provide institutional coordination and administrative support to county departments and entities.
