SECOND KENYA DEVOLUTION SUPPORT PROGRAMME

Overview

The County Government of Siaya (CGS) implements the Second Kenya Devolution Support Program (KDSP II). The program is domiciled in the Department of Governance, Administration and ICT. The implementation structure consists of the County Program Steering Committee chaired by the Governor, the County Program Technical Committee chaired by the County Secretary, and the County Program Implementation Unit headed by the County Program Coordinator. The CECM for Governance, Administration and ICT is the Program Lead, while the Chief Officer Governance & Administration is the Program Accounting Officer and mandatory signatory to the Special Purpose Account. The Program is funded by the World Bank and uses a Programme-for-Results (PforR) approach aimed at strengthening the capacity of national and county government institutions to improve service delivery. KDSP II became effective on 18 March 2023 and is to be implemented up to March 2028. Implementation is guided by the Program Operations Manual and the Program Assessment Document, which set out the obligations of the National and County governments.
SECOND KENYA DEVOLUTION SUPPORT PROGRAMME

Programme Objective

The Program Development Objective (PDO) is to strengthen county performance in the financing, management, coordination, and accountability for resources. To achieve the PDO, the Program is expected to significantly improve outcomes in participating counties under the three Key Result Areas (KRAs). It supports key interventions at input and output levels that contribute to intermediate outcomes and, ultimately, improved county performance.

Service Delivery Bottlenecks Addressed by the Program

  1. Own-source revenue collection is below planned levels and potential, reducing resources available for county service delivery.
  2. Transfers to counties are unreliable.
  3. Financial commitments are not kept within available resources, bills including pension contributions are not paid on time, and pending bills remain high, affecting the supply of goods and services.
  4. Intergovernmental structures are not fully operationalized, contributing to disputes over overlapping mandates and duplication of functions.
  5. County departmental structures and staffing are not sufficiently aligned to efficiency, performance and service delivery objectives.
  6. Payroll management controls are weak, while HR records are not sufficiently up to date to support decisions on deployment, succession and skills gaps.
  7. County Public Investment Management (PIM) is weak, with fragmented project information and limited citizen participation in delivery of county public investments.
SECOND KENYA DEVOLUTION SUPPORT PROGRAMME

Key Result Areas

KRA 1

Sustainable Financing & Expenditure Management

Supports development of frameworks and guidelines for county revenue mobilization, policy to support financing for service delivery units, and structures and tools to institutionalize shared project management functions, including a county Single Project Management Unit.
KRA 2

Intergovernmental Coordination, Institutional Performance & Human Resource Management

Supports development of guidelines on county HR and skills audits, model organization structures for customization by counties, and performance management.
KRA 3

Oversight, Participation & Accountability

Supports guidelines on project stocktaking, strengthening internal audit, community-led project management committees, and climate change risk screening and preparedness, including assessment of the climate resilience of existing infrastructure assets.

Financing & Investment

KDSP II uses a performance-based financing approach. Siaya County has reported potential access to an institutional grant of approximately KSh 72 million and a Level 2 investment grant of up to KSh 352 million, subject to programme requirements and performance assessments. The Level 2 investment funding is intended to support a priority county investment

Siaya County is also strengthening digital project monitoring and citizen feedback mechanisms to improve transparency, accountability and public participation in county investments.
