The Office of the County Secretary is established under the County Governments Act, 2012 and serves as the head of the county public service, secretary to the County Executive Committee (CEC), and the principal coordinator of county administration. The office ensures efficient implementation of county executive decisions, coordination of departments, and effective public service management.

1 Secretary to the County Executive Committee (CEC)
- Organize and coordinate County Executive Committee meetings.
- Prepare meeting agendas in consultation with the Governor.
- Record and maintain minutes and resolutions.
- Communicate CEC decisions to departments for implementation.
- Monitor implementation of CEC resolutions.
2 Head of the County Public Service
- Provide strategic leadership to the County Public Service.
- Coordinate operations of county departments and entities.

3 Coordination of County Administration
- Coordinate implementation of county policies, programmes, and projects.

- Coordinate implementation of County Executive policies.
- Monitor progress of county programmes and strategic initiatives.

5 Executive Decision Management
- Communicate executive directives and decisions.
- Track implementation of Governor's and CEC resolutions.
- Ensure timely execution of executive assignments.
6 Strategic Planning and Performance Management
- Coordinate preparation and implementation of strategic plans.
- Monitor departmental performance.
- Coordinate performance contracting and appraisal systems.
- Prepare county performance reports.
7 Public Service Management
- Coordinate administration of the County Public Service.
- Oversee institutional reforms and organizational development.
- Promote quality management systems.
- Coordinate change management initiatives.
8 Intergovernmental Relations
- Coordinate collaboration with the National Government.
- Facilitate relations with other county governments.
- Coordinate engagement with constitutional commissions and state agencies.
- Support implementation of intergovernmental agreements.
9 Public Participation and Stakeholder Coordination
- Coordinate public participation initiatives.

10 Disaster and Emergency Coordination
- Coordinate county emergency preparedness and response.
