County Government of Siaya has intensified efforts to strengthen public investment management, transparency and accountability through the Second Kenya Devolution Support Programme (KDSP II), with preparations underway for a comprehensive countywide project stocktaking and verification exercise.

Today, the County conducted an orientation for administrators from all six sub-counties and 30 wards on the use of a digital data collection and verification tool ahead of the countywide project stocktaking exercise scheduled to begin next week.
The exercise, undertaken under Key Result Area 3 (KRA 3), seeks to verify the existence, location, implementation status and operational condition of more than 9,000 development projects identified through an earlier desk review.
Speaking during the orientation, County Programme Coordinator Mr. Peter Ligulu explained that verified project information will be integrated into the County’s Public Investment Management (PIM) dashboard, providing a centralised platform for tracking development investments and enabling public access to reliable project information.
The findings will also inform an action plan to address stalled, incomplete and non-operational projects, improve resource allocation and strengthen evidence-based decision-making.
Director of Governance Mr. George Okello, representing Chief Officer for Governance and Administration Hon. Walter Okelo, urged administrators to ensure accurate data collection and adhere to the stipulated timelines to support the County’s performance under Disbursement Linked Indicator 7 (DLI 7).

KRA 3 Focal Person Mr. George Aola emphasised the importance of accountability, value for money, public participation and the involvement of Project Management Committees in validating development projects.
The orientation was facilitated by the Directorate of ICT, which developed the digital field data collection and verification tool to improve data accuracy, capture geographical coordinates and support the integration of verified project records into the PIM dashboard.
The initiative marks an important milestone in Siaya County’s commitment to digital transformation, improved project oversight and transparent management of public investments under KDSP II.
