Pursuant to Articles 10(2)(a), 35, 174(c) and 196(1)(b) of the Constitution of Kenya, 2010, and Section 115 of the County Governments Act, 2012, the County Government of Siaya, through the Department of Public Works, Roads, Energy and Transport, invites members of the public and all interested stakeholders to participate in the review and formulation of the Draft Siaya County Energy Policy, 2026.
The public participation exercise seeks to provide residents with an opportunity to examine the proposed policy, express their views, raise concerns and submit recommendations to inform the final policy document.
The policy seeks to provide a framework for sustainable energy development in Siaya County, including improved access to reliable and affordable energy, promotion of renewable energy, clean cooking, energy efficiency, rural electrification, public lighting, productive use of energy and environmental sustainability.
In this regard, members of the public, community representatives, civil society organisations, faith-based organisations, private sector actors, women, youth, persons with disabilities, professional bodies and other interested stakeholders are invited to attend the public forums scheduled as follows: Time 1000hrs

SUBMISSION OF VIEWS AND MEMORANDA
Members of the public and stakeholders are encouraged to submit written memoranda and recommendations on the Draft Siaya County Energy Policy. Submissions may also be presented during the scheduled public participation forums.
Copies of the draft policy may be accessed through the County Government of Siaya’s official website, www.siaya.go.ke, and at the relevant County Government offices, subject to availability.
