The Financing Locally-Led Climate Action (FLLoCA) Programme is a Government of Kenya initiative designed to strengthen climate resilience by placing communities at the centre of climate planning, financing and implementation. In Siaya County, FLLoCA provides a framework for translating climate policies and community priorities into practical investments in water security, climate-smart agriculture, environmental conservation, renewable energy, fisheries, sustainable land management, irrigation and resilient livelihoods. County technical and administrative structures coordinate planning, technical appraisal, safeguards, procurement, implementation, financial management, monitoring and reporting in accordance with applicable programme and county requirements. FLLoCA investments in Siaya span multiple sectors and are intended to respond directly to locally identified climate risks. Examples include irrigation development, solar-powered boreholes, water storage, water-supply connectivity and rehabilitation of water infrastructure. Interventions include climate-smart horticulture, Hass avocado promotion, soil rehabilitation, liming, apiculture, cover cropping and sustainable land management.
