Bondo Municipality’s Path to A Smart City

Bondo Municipality Board convened with key stakeholders to discuss a proposal to be submitted to the United Nations Capital Development Fund (UNCDF), following an invitation for projects focused on sustainable improvements to climate-smart, reliable water and sanitation services in Bondo. This proposal aims to secure equity funding to address the critical water challenges in the town, enhancing access to clean water and sanitation services in a climate-resilient way for a better quality of life.

“The supply of clean water in Bondo currently does not meet the needs of Bondo residents,” said Municipal Manager, Mr. Philip Wasonga. The manager added that it is their mandate to supply water in town because access to clean water is a right of all citizens. The municipality board intends to make Bondo a smart city by ensuring they consider environmental conservation and climate change through proper funding.

In a meeting that was attended by Siaya County Chief Officer for Lands, Physical Planning, Housing, and Urban Development, Mr. Joseph Omondi; Municipal Board Chairperson, Dr. Joshua Agola; Municipal Manager, Mr. Philip Mbindyo Wasonga; representatives from USAID; Municipal Chief Administrative Officer, Mr. Silas Odhiambo; and SIBOWASCO water suppliers, the municipality board presented a comprehensive plan emphasizing sustainable practices. This includes ensuring 24-hour water availability, implementing environment-friendly technologies, and establishing properly flowing sewer systems. These upgrades are intended to help the community manage the shortage of clean water while generating revenue from the project.

SIBOWASCO, the local water supplier, played a critical role in the discussion, presenting insights into their current water pipe connections and distribution system within Bondo. SIBOWASCO representative, Engineer Ernest Omondi, outlined the areas they intend to upgrade, particularly sections of the aging and leak-prone piping infrastructure. These problematic areas have significantly impacted water access for households and businesses in Bondo and have led to financial losses for the utility.

"Right now, SIBOWASCO finds it difficult to supply both Bondo and Siaya town effectively because of old piping. This sometimes leaves Bondo without water, which is unacceptable,” said Engineer Omondi. The engineer reiterated that they have a solid strategy to ensure consistent water flow throughout Bondo town, but it will need substantial funding. The department has identified key areas for infrastructure upgrades that will yield major improvements in water conservation and delivery, putting Bondo town in the path of being a smart city.

USAID, known for its commitment to sustainable development projects, expressed strong interest in the proposal and commended the municipal board and SIBOWASCO for their comprehensive approach to sustainable infrastructure development. “And to add on that, please remember to submit your proposal early enough. Don't wait until the last minute, as this may bring inconveniences, and I am hopeful your proposal will win the funding. We want to see Bondo as a smart city,” said USAID representative.

The municipality, through Chief Administrative Officer Mr. Silas Odhiambo, expressed gratitude for the collaborative efforts and expert insights shared. “The participation and positive energy from all of you show how important Bondo is to us. Thank you for coming together to help make Bondo a smart city. With our collective efforts, I believe we can achieve this,” said Mr. Odhiambo.
