Boosting Public Service Access, Governor Orengo Lays Foundation For Ukwala Subcounty Offices

The construction and execution of subcounty offices is a series of development initiative by the County Government of Siaya since inception to devolve service delivery in compliance with the Nyalore administration’s pledge for a responsive, accountable, and transformational public service.

Today, the Governor laid the foundation for Ukwala Sub County offices in a deliberate effort to decentralize county services for the citizens. Coupled with the recent groundbreaking ceremony for the Gem and Ukwala Subcounty offices today’s laying of the foundation represents a significant towards improving efficiency and access to quality and reliable services to the residents.

The new facility, upon completion, will feature three fully furnished floors, providing ample working space to support sub-county service delivery. According to the building plan, the structure will include a ground floor, first floor, and second floor, housing all departmental offices and other essential rooms. Additionally, the complex will be equipped with parking spaces and various amenities to enhance functionality and convenience for both staff and visitors.

The provision of public services is a key component of the social contract between governments and citizens therefore by expanding administrative infrastructures, The Nyalore administration seeks to uphold this contract by delivering reliable and inclusive public services to all. These reforms are designed to improve governance, build public trust, and foster accountability through open service delivery mechanisms. Citizens have the right to access information on budgets, contracts, and overall service delivery to enhance their trust in government.

In addition to this project, Governor Orengo reiterated that he will perform a groundbreaking ceremony to uplift the face and condition of the existing Ukwala Sub County Hospital to a modern, advanced and comprehensive health care facility with integrated and specialized services. The Governor also revealed plans for the construction of modern markets including in Ukwala, Sifuyo and Obambo which is already in progress and the provision of piped water in Ukwala.

Governor Orengo urged the national government to ensure that devolution is supported, enabling counties to become self-reliant. He emphasized that resources should correspond to the functions allocated to the counties. Additionally, Orengo called for the division of revenue to be implemented in accordance with the law, allowing counties to operate effectively

Governor Orengo was joined by several notable county officials during the ceremony, including County Secretary Mr. Joseph Ogutu, Mr. Maurice Mc’Orege CECM for Lands, Physical Planning, Housing and Urban Development, Chief Officers led by Hon. Walter Okelo (Governance, Administration, and ICT), Mr. Jack Odinga (Finance and Economic Planning), Eng. Kevin Ajuul (Roads and Public Works), and Mr. Michael Oliech (Environment, Water, Climate Change, and Natural Resources). Other attendees included ODM Chairman Siaya County Mr. George Okanda, host MCA Hon. Joseph Peter Oduor, Deputy Speaker Hon. Oduor Odongo, Director of Public Communication Mr. Chrispine Omondi, his counterpart for Public Works Arch. Jared Oluoch, Governor’s advisor Mr. Eddie Ogola, Sub-County Administrator Mr. Vincent Oduor, Ward Administrator Madam Tabitha Ogola, and various other county officials.
